Spots For Permanent Spawn For Named Cooks?

Hello Everyone.

On the exile lands map, Is there a spot where I can permanently encounter a named cook (female Or Male) ?

Not permanently. But the small island behind Sepamaru Tavern where you find Conan has a named cook called Lone Fisherman, who can be found there quite often.
