Could an exiled be abducted somehow by a surge in Siptah? Could it be brought back by a phenomenon similar to Skelos Well? How is it possible that sorcery allows travel stones inside both places, but not between them?
It used to allow travel between them (see server transfers) but that is currently blocked by strange arcane interferences that caused many wanderers in the outer dark between to become lost in time and space forever.
