i cannot hire any of thies thralls with the new tarvern system it will show i can intarract with them but i can trade with the mercernary captain so i can get merceernary´s

Not all the npcs that appear in chairs are hireable. Look for ones in course clothing they will have an interact option to pay gold for them. No idea on the chance that they will spawn.
Yeah they do indeed show up i had two hires that showed
Tier 2 dancer- 50 gold
Tier 1 fighter- 10 gold
But couldnt hire them.
