The Dark Dreggs

It may be a temporary event, like the Sacred Hunt and the Witch Hunt, but there is major difference.
The two Hunts take place in barren unused land, and are removed at the end of the ‘event’ (apart from the candle remaining bug, which we have been told is fixed).

The Dark Dreggs takes place in a previously configured dungeon. What happens to the Dreggs after the ‘Dark Dreggs event’ has finished.
Does it revert back to it’s original state as a dungeon, or will it be perma closed only to be reopened for ‘the event’. Of note: the Dreggs is a journey step.

The Dregs is there and untouched as it was before. This dark dregs is actually a completely new dungeon and the thing that changes based on whether the event is active is which one you get teleported into. So yes it “reverts back” since with the event inactive you will be teleported to the old one when you enter.
