The first journey 'Survivor' is not unlocked

The ‘Survivor’ of the first journey is not released online. It is unlocked offline. I’ve tried logging back in, removing the bracelet and going back to the default value, etc., but it’s not unlocked.

Most existing characters cannot be liberated in any way.
All official servers should be awake.
The situation is the same in both pc and ps versions.

Been griping about this since chapter three got dropped on us.
As far as I know the only way to unlock it to start a new game. There is a raided head hunters wagon at the beginning now, I ran back thinking maybe being at the start would activate it.

Not a hard core completionist but I like to do as much as my temper will allow. Getting too frustrated for too long give me a headache
