Oh, my buildings are certainly ToS-breaking. That is, if my buildings existed on official servers - but they don’t.
That’s why I’m strongly against hard-coded building restrictions, unless they can be opted out by private server owners and Single-Players. There’s no reason to limit my attempts to melt down my home PC by overbuilding my local instance.
Public CE servers hosted by G-Portal are just crap. They can’t handle the load they’re under. So, building limits would not be “fixing the roof”, they’re “putting a bucket under the leak”.
If people were more considerate toward one another, there would be no need for ToS to restrict building. But people are what people are. So instead, I would advocate a more unambiguous ToS that is consistently enforced - including penalties for people who abuse the reporting system. That would eventually lighten the load of customer support people.
But if they decide to put hard limits on builsing on public servers, that doesn’t affect my gameplay in any way. I wouldn’t touch the servers with a ten-foot ping anyway. As long as they leave the option for creativity for people hosting their own games.
