Turanian Warhammer armor penetration numbers!

I don’t know if this is intended but it does not seem right at all the Iron Turanian Warhammer has Armor Penetration of 27% were as the Star Metal only has Armor Penetration of 25%. Surely the Star Metal one should have higher numbers?
