Sometimes a green axe like this is sold on trader. So its definitely tradeable. And I did see ppl dual wielding it.

You are lucky my friend. I a was taking a screenshot of a ppl wearing the item since I was curious on it too but i had to look thru all my screenshots today to find it again. Item is called “limbsever axe” level 56 green.
