Bug Description:
Voice chat is always enabled even when it’s disabled in the server configuration.
Not even editing .ini files helps.
This was apparently reported 7 years ago and still isn’t fixed:

Bug Reproduction:
Create a server, disable voice chat, use voice chat. Others will still hear you.
