Would like if i could place wall pieces over blocks. it wont let me so i have missing walls. would have liked if building sets could have a double outside wall option.

You can. Simply build the walls first, then place the foundations behind
but it has many foundations above with walls. it wont let you put a wall to begin with anyway, based on its location. only way is if you could put wall over a foundation. just so you get the picture, i built a long tower with foundations and some of the bottom foundations missing walls from sieges.
Try fence foundations instead
I think he means the asier curved walls that are nearly imposibel to elevet on foundations
