It’s only useful to use to putter around over ground, maybe between missions. I generally do the quest for the exp. I really don’t have much use for the vehicle, especially after you leave the starter area. You’ll find the yalm is a better mode of transportation on RK.
You can use the vehicle anywhere except indoors.
You can even use it in Shadowlands which is quite useful!

It can also be used inside the battlestation! Pretty useful at lower levels imo
