What is considered a medium or lighter load?

The Perk Precision strike states you get 10% additional pen if carrying medium or lighter load. What % of encumbrance defines those as such?

green or yellow icon of your weight.

Red is considered “heavy” load

you can check the difference by using light armor and checking the difference in stamina regen while having a “green” icon and a “red”

If you have “red” your stamina will take much longer to regen.
“yellow” will take a little more to regen
and “green” willl be normal regen.
