It’s hollow, so it never will.

It’s still in EA so they may add something to the tower before it is released to console.

I remember reading somewhere that we will be able to enter the tower some time in the future…

It’s planned for full release. I’m not sure if that means “day 1” or “at some point after full release”, but not during Early Access, anyway.
