They once advertised their hardware, but I couldn’t find anything on their site currently (which is a bit problematic as most server hosts do). But a somewhat recent news article stated they use Intel Xeon Gold 6254, Intel Xeon Platinum 8268, or Intel Xeon E-2288G.

I don’t think the issue is the hardware, but more on how many instances per server they are running. And in my experience they run the same configuration on whether or not its on Funcom’s servers or others’.

That could mean that Conan Exiles in general is just at the bottom of the barrel and you’d be correct in your theory. But I think they are just putting too many instances per machine compared to their contemporaries.

I do know that Conan Exiles has only been officially advertised as being a 40 man server. But the ‘standard’ is 70. But other server hosts have decided the standard is 70 and adjusted accordingly, but G-portal still handles it as if its 40 and stuffs nearly twice the amount per machine.

This is exacerbated by the fact that you need more resources for 40 than what was originally allocated. If I am correct they need to quarter the number of servers per machine to get adequate performance for what they advertise (Gportal does advertise up to 70 man servers), or at least half it for the one’s running Funcom’s servers. That’s my theory of course.
