Why I can't build on eyelit lake anymore offline keep saying can't build here but can build near it

That is probably due to one of the latest updates restricting building zones.

I believe you are correct - I definitely remember seeing some other comments that people could no longer build there with these newer changes. If I recall correctly, it was theorised that maybe it’s to prevent blocking of the ghosts/little chest (though, obviously, none of us can be sure why it’s been done - best theory I’ve seen is TeleTesselator’s idea that the devs are trying to make a few more of the ‘named vistas’ into no build areas so new players get to fully experience them).
