Will Dynamic Building Damage be a thing with 3.0?

Just curious if dynamic building damage may actually get implemented with 3.0?

Seeing all the discussions about people being worried about defending bases against sorcery or having to rely on nerfed thralls for defense, the real solution is to only allow folks to raid a base when the owner is online.

I had high hopes when dynamic building damage was first announced back in the day but clearly there were some issues. Just curious if those issues are being addressed so that it can actually be implemented.
