Wisp not Conjuring, Showing, nor Casting Light. This isn’t a constant issue, making it difficult to pin-down. As of now the only solution, once it occurs, is to reboot and log back into the server.
Equiped staff and cast the spell Imbue Wisp.

im having the same issue at the moment exactly as described and presented
Same issue here…however, this time, quitting and logging back in didn’t reset the ability to cast.
The issue is it is now a toggle. If yoylu log out without dispelling it, it glitches and won’t let you recast it as it is waiting for you to end the spell.
Ah Nice! Had the same issue and restarting the game did not work as the spell was still in effect. The solution is thus simple! #KillYourself! 
Works like a charm, no restart required.
