Within your garrison armorer bench, do you have all your filters enabled and set to ‘‘All’’ ? It is possible that if some filters are removed, you will not see the armor.
Please let us know if this solved your issue 
I have the same issue on 6103 isle of siptah pvp server. The basic version is available to craft in the improved armory, and neither the basic or epic version is available in the garrison armorer. I have checked filters and they are all supposed to be visible. Do I need to create a new bug report or is this open ticket addressing it?
I realized why the developers haven’t been able to fix this bug for a long time.
Epic armor is now properly displayed on offline workbenches.
However, epic armor is still not displayed on the official online server workbench.
Therefore, there is a high possibility that the developer only checks in offline mode.
Black Knight Tasset and Frost Giant Boots, both BiS items, have been unable to be crafted (epic versions) for months. Doesn’t affect me personally much since AoW Ch2 completely ruined gameplay on official servers, so I play on my own server and enter creative mode to craft them. But wow, ridiculous to leave such a terrible bug unaddressed for so long.
