I have killed the required animals at different locations. Bears, the White Wolf, One Skull Elk and One Skull boar, she will not update and ask you to build the camp fire.
I have tried multiple times after logging out and back into the game, I have tried admin spawning the animals to no avail. She just will not ask for that camp fire to advance the quest.
I am having the same issue, as well as other players on the server I play on.
We were able to do the wolf, elk and bear, each time her dialog would trigger and she would point at the animal, but for the boar, it does not work.
She wonât point and wonât comment on it and killing it does not advance her quest.
We had an admin spawn in every single type of boar to test if she reacted to one and tried every single one we could find in the wild and she will not react to them.
She will comment on the ground being disturbed, but that is all.
Moving out of her radius to reset her and go again does not help, server restarts do not help and waiting 24h did not help either.
The quest appears fully stuck on the boar.
I understand that we do not need to find and kill one SPECIFIC boar, any Wild Boar Alpha should work, correct?
From my understanding it does not have to be the boar over by Shattered Basin as long as its a one skull within the questing area. If she tells you you are too far you need to turn around and go back. Bears can be normal OR one skull. Then the white wolf kind of south and a little west of her hovel supposed to work, and any 1 skull stag in the questing area.
Supposedly after you dispatch each one, to help keep track of the quest each animal will disappear from the conversation to ask her about. This does not happen for me on any of them, and after dispatching all of them she does not update and ask you to build the camp fire.
I have tried multiple things, leaving the area, re logging, spawning, pulling my bracelet, nothing works.
EDIT: Forgot to mention even re verifying files. I have doen this as well (Steam)
For me, the other animals DID vanish from the conversation, just the boar remains, but for that one, it seems to be the same as for you, nothing I do to those boars does anything. 
One thing I noticed is, that it can take her a long moment to notice the animals.
I danced around them for a few seconds before she reacted and it seems to me like the quest needs her to start pointing before you take or deal damage for the kill to register?
Maybe that can help your case, it sadly doesnât help with my boar.

I killed 3 of the beast easy, but spent several days finding the corrupted bear. During this time I killed the other beasts multiple times. After I finally found the bear, the quest still didnât complete; but only after I killed other two corrupted animals (wolf and elk) one more time did it complete. This made me suspect the animals have to be killed in specific order. Speaking to Freya, she should have âhow do I find Xâ option for each of the beasts you still need to complete.
Iirc admin spawn doesnât work in these cases⊠This is not the first incident.
For me the boar at âthe pocketâ works (unless Freya pokes him under the mesh which happened to me two times, but fortunately he popped back up eventually).
On one online official I had more problems with the wolf because of only one single spawn point was not blocked and I had to make three ore four attempts before it registered successful.
My experience is that almost nothing of this questline works first tryâŠ
This is the spot where the boar boss spawns. Just beside The Pocket. Sure area as its not allowed to build there. Maybe its the only valid spot for Freya quest. All other spots where this boar also spawns Freya will reject to follow you telling you âtoo farâ
I took this picture at server restart, just me in the server. Obviously when the server is crowded other players may kill it before you.
Imo, there should be more spawn points for this boar miniboss for this Freya quest

It still does not work for me, my Freya does not react to it at all, but it is a very good location to know for once itâs working!

I tried killing all the other animals again with Freya in attendance, but it did not make a difference.
I even tried different orders. 
The elk, the wolf and the boar all these three must be 1 skull
At least for me I can assure that they all were/are.
The other animals did get taken from the list for me too, so they were accepted.
At this point I am fairly certain itâs a bug, not a user error, there seems very little I could do different from what I already tried, especially compared to what works for other people.
