Can not complete thrall taker journey

Bug Description:
I cannot complete the Thrall Taker journey. Thralls can no longer be placed in stations, unable to get the journey completed.

Bug Reproduction:
Step 1 capture thrall Step 2 take them to wheel of pain Step 3 place the new thrall in inventory Step 4 place thrall in the world Step 5 select move and guard in the thrall option Step 6 place thrall at workstation. The thrall gets to work, but it does not count for the step, unable to complete journey.

It “sometimes” works. I’ve never been able to get it to work with any of the suggestions from staff myself either.
