Without knowing for sure what your issue is, I notice you are in single player on PS4 - if you are trying to play Isle of Siptah, there may be a simple solution that another PS player has just found. It seems the recent patch means that the Isle of Siptah expansion may need to be re-downloaded before it will work, so that may be worth a try for you as well.
