Cooking 9 is bugged

Bug Description:

I have reported this bug in the past, the Cooking 9 on Isle of Siptah does not work. If you attempt to “Use” the paper of Cooking 9 on the right-hand side of the screen a notice states “You already know this recipe”. However, once you check your Feats under the Survival tab for the Cooking you can not see that Cooking 9 is learned. This stops you from making anything under the Cooking 9 recipe.
In addition to this bug, several other old bugs still exist, for example, not being able to properly place the Sag altar on foundations.

Steps to Reproduce:

  1. Step 1: Find Cooking 9 recipe
  2. Step 2: attempt to “use it”
  3. Step 3: notice states “you already know this” but can not use it on the stove, nor does it appear under learned feats
  4. Etc.
