Hi, my server encountered this error and shut down.
New users are not allowed to upload files, I can only post part of the message.

You posted the wrong part though, that tells us nothing other than the fact that it crashed.
Usually the relevant part is what happened immediately prior to the crash as that might give an indication on where to look.

You also haven’t specified whether the server is running mods etc. Or whether this always happens or if it was a one-time thing.

(As for the automated spam-protection, just clicking around the forums and reading a few threads for a couple of minutes automatically upgrades your account and then you can upload things.)
