Customizing key bug/issue

[Customizing keys takes more than one try]

I provided a video of an issue I have had for quite some time. Whenever i go into options to customize my keys they never completely take the first time around and I usually need to do it about 3 times.

Take into account this is from a fresh install before I make a character.
