Durability Setting Doesn't Affect Tools

Bug Description:

Set the durability lost for equipment to be lower. Clearly worked for weapons and armor, but tools still deteriorate 1 point per use.

Expected Behavior:

Tools should have used less durability per use, tools should be affected by durability changes in server settings.

Steps to Reproduce:

In server settings change durability per use, go play and see the tools still use 1 point per use no matter what the setting is.
