Yeah, based upon your map and that new screenshot, I can see that’s the obvious problem. The base is literally on the spot where it spawns. I can see the shrine icon there. To add insult to injury, it’s an ugly tower with nothing but cages too. I short, useless. 
Report them for spawn blocking a unique/quest spawn and watch them go bye-bye. You’ll have to likely wait a bit for the action to occur, but it’ll be worth it for you and everyone else on your server.
Unfortunately, I have to slaughter all the boars in the area and wait for randomly generating a boar with a mini-boss skull, yesterday I spent almost 5 hours farming boars with no results.
Yeah, that’s not cool. I would definitely report that base. Furthermore, if you have a concern that they’ll come back and rebuild, put something small and useful there, like a cute house and/or teleport… at least for a time. That way it protects the spawn. It’s pretty normal to see people do that in unique spawn areas, like the berserker spawn in the Mounds… simply because when some people are left to their own devices, they become ■■■■■■■■ and ruin the game for others.
Today I opened a ticket asking to be able to solve with a “second” mini-boss generation point; The base is immense, they must have spent hours of their lives making it, I think I understand why they don’t let it decay even if they don’t play with it anymore.
Then they will see Funcom Customer Support what best to do
Seems to me that they have no idea what they are doing with this update.
No idea why or how they decided to release an update no one asked for.

There’s a skull boar near the outpost to the East of Freya’s hut, just before the cliff down into the desert (i8). All the ingredients are near her base too.
Funcom added a couple of places to complete both expeditions as some are blocked. You can report a spawn block if you are on and Official server. Log a ticket for that. I think Freya’s expedition is a better one than Lui Fei’s, but both of them are interesting in their own rights.

Three points of Spown with three bases on it, I went around from the suogo suggested by @jmk1999 than from @Grymm 's suggestion using Eradicati0n’s guide from Youtube…
here are the photos, unfortunately the boar spown locations are very few, I will keep farming in the hope that at the respown one will spawn a mini-boss with the skull.

Good luck! I think another issue here is the fact that we can’t just go any further than a certain point. Most people know about the one near Devil’s Squat because it’s hard to miss and typically used to farm piglets. Most people don’t block this spawn… yet we can’t reach it… like it stops RIGHT BEFORE you get there.

I looked at your pictures. You are very close to the required spawn point but appear not to have found it. It appears you are staying in the valley near the river and up a passage. The boar is on top of a cliff. In the picture you posted showing a dead boar yesterday, you are at the bottom of the cliff. Likewise in the 6th picture in your response to jmk1999.
Here is a screenshot I took standing in about the same place as your kills. Look towards the river and up to see a natural bridge:
Part of our base is visible on the opposite end of the bridge from the boar.
You can reach the boar by climbing up to that bridge if you have the stamina. If not, go up the valley away from the river keeping the cliff on your left. Eventually you will come to place you can walk up to the boar.
Here is a view standing on a rock above the boar. The picture includes coordinates of where I stood:
The light sand color area behind the boar to the left is where you will walk in to engage him.
Hopefully no more tears will be needed.
The problem is that there’s a base in that exact location. You can see there’s a shrine in that location on her map screenshot. So, unfortunately, she’s still SOL.
That boar is probably the one of the easiest skull creatures for you to find. In the save I have a base there, it often annoys me it is “always there”.
Freya says two very specific things about where it is. The one problem I have seen happen is that sometimes if the Boar is in the more eastern point of its patrol, she will say “that is too far” or something like that, and but she still follow you where it is.
As people pointed out, building might prevent spawn, even if that building is not visible.
And as people pointed out also, the worse part of Freya quest is to find those things she is foraging for, when you dont know where they are already. She gives not exact instructions. But hey, if I wanted a flashing icon over the quest item, I would be playing a Theme Park Adventure game for kids like Dragon Age, not this one.

Well yes by now this boar hunt has become a Hamlet play.
My Thrall Nimbletoe made level 20 by following me while Freya was killing boars…
To conclude, the WWF put a bounty on my head for exterminating boars in these two days

Surely it could be the easiest respow but under these conditions it becomes a huge waste of time.
If we add the points pointed out by @Grymm in the Eradicati0n video as possible spown points, I have the enormous good fortune of having two bases right above…
I apologize - I missed that you had built over the spawn point.
I built several campfires to no avail. Someone suggested I had to take her back to her hovel where she used her own campfire, and that worked.

And that’s quite the extravagant campfire. I just placed down a small one and had at it. 
I completed this quest with her yesterday. I think either something was changed and/or more special spawn points happen when she is following.
I took note of the locations she said of the more animals. I started to head to the bear spawn as I knew exactly where that was (island SE of her hovel)
Before I got close to island, she talked about a wolf being good. I looked and sure enough a white wolf was there (did not have a skull). Killed and harvested it.
Then continued on to bear. Barely got any further and she said a giant elk is nearby. I looked and saw a giant boar. Got closer to the boar and she talked about the tusks of the boar and I killed and harvested it. I don’t think it had skull but it was huge like a skilled boar.
Then went to find the elk she mentioned. Sure enough found giant elk and killed it just around corner. She talked about his antlers.
First 3 within like a minute or two just traveling to the bear spawn without even looking at 1 skull spawn points.
We made it to the bear island and she talked about the bear and we killed it. I don’t recall if it was 1 skull or not.
She asked for a campfire and then I built the campfire out of the personal crafting list.
So I think it’s been tweaked to spawn these creatures when she’s following you?
I didn’t really have to go out of way to find these. It was all in the way to bear island. And the first 3 were almost immediate before I even got close to bear island.
So that’s why I’m thinking it’s been changed. Or I’m somehow incredibly lucky.
