Frozen account bill issue need a hand

details of the transaction number are at Funcom Customer Service Ticket #1196964.
I made another ticket if the previous one got closed , (Funcom #1197293)

bill reference ID : 123488576 fail

I want to ask if I can get the second payment back as a refund and buy back, prob that way can it be solve .

PD: the membership time did not expired yet, played only for almost 2 weeks total. missing like one and half month of playtime.
