This player is sending server advertisements in the global chat even though they are not logged into the server. Is this a hack?

I don’t know unequivocably if there is a bug/hack that lets you do that, but much more likely they have a macro setup to be able to spam that message with a single button/key press, (using external keyboard/mouse sofware).
Or they are using ctrl-c/ctrl-v.
So they spam it with one click and you weren’t fast enough to look at the player list before they logged, also server lag may have had a role in it as well, ie the server displayed their messages after they logged.
