How is the “dm” message sent?

If you mean in-game, there is no way to do so. If you play on PC you can send someone a message via Steam, though that might require you to be connected to that person already (depending on privacy settings I believe? I honestly don’t use Steam’s community features much).

If you mean here on the forums, you can click on their icon on one of their posts (1) and then on the Message button (2):
