Yes, My Teimos thrall in solo player game wears this item, and currently him wearing the item makes his hair disappear in addition to being invisible, have also seen this with some other more obscure armours. Still exists since the patch but Jhebbal Sag helm is the only item this still happens to that I care about.
Or if one can get to Teimos in the wild, we see he has a very short haircut.
