Living Settlements setting switched on.

Issue information:
Yesterday while I was login to the game I received a message from a friend that players on the pve servers can loot other players chests and craft stations. I checked the event log out of curiosity to see what’s all about and saw only multiple notes that all my crafter thralls were moved by the system .
I begun to panic at first and went straight to their room I have made for them and found that the living Settlements were on. Few minutes later I did a walk to the neighbor players’s taverns for my usual search for “T4 thrall to hire” and the taverns were completely empty of bartender and also no sign from the thralls which the other players own.
Hours later while I was trying to relax and figure out what is going on, I decided to do my “decay timer refresh” run to my buildings on the pve servers I play on and noticed that both the decay timer and nudity were switched to off.
