Setite Cult Helmet....attribute perk changes

Game mode: [Online] Private and official
Problem: Setite Cult Helmet attributes for basic different thatn all other versions. Basic is +2 Enc, +1 Surv. All other versions are accuracy +1 non flawless, +2 flawless.
Region: US

Crafted a basic Setite Cult helmet form the riddle of Steel DLC, got +2 Enc and +1 Survival. When I leveled up to 60, made a flawless Epic version, and it had +2 Accuracy. Conan Wiki notes the differences. My question, is this intended?

Steps on how to reproduce issue:

  1. Craft Basic Helmet, get +2 Enc, +1 Survival
  2. Craft Flawless Epic Helmet, get +2 Accuracy
