tooth of dagon (both fishman variants) does not draw weapons, they only use fists
(repro: call a level 4 (1000 swirling chaos )
see how they fishman attacks.

The Grey Ones have the same problem. And The Arena Champion in The Exiled Lands may or may not use her fists instead of her Mace.
