“Craft a steel weapon”. I have crafted 2 steel weapons (ancient pike & ancient axe) in an improved blacksmiths bench and the step still wont complete.
Those aren’t “steel weapons,” true they are made from steel, so it is misleading but I believe you need to craft the weapon from the list of steel weapons (steel sword, two-handed steel sword, etc). Best of luck. 
Just wanted to add, that when you complete the journey and then craft “perfected” steel weapons, they will not work when crafting golem arms.
Any weapon made of steel should count.
