Vermin hide pants are only giving +1 to every stat instead of +2 again.
Don’t you need the boots as well to get the +2…+1 each clothing

That’s correct it has always been, (and still is), +1 for boots and +1 for pants, (Vermin Hide), so you need both to get +2 to all stats on EL.
