When do you get a secondary weapon?

Hi, dire newb here. Just ran the tutorial twice with the same starter class (Warlock) but only got a primary weapon (Blood Focus). No secondary weapon (rifle).

Did I miss something? In Brooklyn now running the Illuminati storyline.

You should get a tutorial offhand weapon in the subway. The “real” offhand you get in the trainings area of you faction.
But technically you can take any weapon (that is unequal your mainhand) and use it as your offhand.
Classes are Starter Classes for a reason. Combinations that should go well together. But every weaoncombination can be used.
