The animation loops are missing frames when holding weapons. This is very easy to spot when holding daggers or a sword. Press V and zoom in a bit, you can see the animation skip exactly in the same spot every time.
This animation loop is a totally isolated issue from game stutter and hitching that I’m also having an issue with at normal 1.0 speed like many others.
My system is specs are high, with an i7, 2080ti, 32gb of ram and nvme drives.
