So I didn’t realize it was a thing for tribes to build in the black keep? Who do I report this to?

Funcom don’t care about it… so not really a way to report it.
More over - they will be not happy that you show their fails.

Hey there, Dungeons are no-build zones. This zone may also extend outside of the dungeon. The players are likely undermeshing. Don’t accuse players on the forums itself, please.
