Can this feat be learned on Isle of Siptah via schematics? Wiki says so, but rest of the internet has no sources which validate or confirm.

Pretty sure it’s a drop from the lower level pirate surges, I posted a link to a surge guide here ages ago. I’ll see if I can dig it up.
