I just made starmetal tools with tempersmith thrall that is supposed to give
+44% durabilty
-12.5% weight decrease
Starmetal pick base stats are 500 durabilty and 3.33 weight and the one i just made with tempersmith is same. I tried replacing the thrall and putting him again and i still got the same result. Thrall name is Alumit Anwilbrow.
It look more and more new bug appear from patch, earlier unrepairable redemed legion armor parts and now not thrall bonuses? I must check this also when i back from work.

It happend on official server 1046 pve.
Im sending u a photo of starmetal tool made by the thrall in garrison bench. As u can see stats are the basic ones that u should get without the thrall. So his bonuses are not working for some reason.

No need. It’s a universal bug - Tools don’t take benefit from crafters, being it a pickaxe, or a binding chain, they all have the basic durability/efficiency and none bonus even if you have the top crafter at it.
How to repro: assign a crafter to a station and craft any tools
