Bonuses from armor not working

Armor bonuses on royal armor and possibly others not being awarded. Bonsuses meaining Encumbrance

There are a few other posts about this.
It coves SOME armors, and others still work.
I thought it was just the royal, but my thread folks say others too. The light set we started with had it.
