I’ve tried many different ways and haven’t been able to achieve this. I think it’s impossible to achieve it right now, am I wrong?

That one has been problematic since the change to crafters that came with Living Settlements. I thought I remebered seeing something about it maybe having been fixed (possibly in the patch notes, but there’s way too much text there to find it, if it even is the place I saw it (or maybe it was something else similar and not even that at all…)).
One faint memory - if you haven’t already - try placing the crafter in the world somewhere near (but not at) the bench. Then, after he’s registered on guard there, try to move him into the green outline on the bench. I just have a faint memory of someone maybe explaining that as a way to get it to work.
If that doesn’t work, then like LiberOscura suggests, it’s probably best just to report it as a bug.
I’m not sure if this is a bug, and I’m not the one experiencing this problem; I already have 100% of the achievements. However, I’ve tried everything to help those who don’t have this achievement. I appreciate the guidance.
