Can no longer access sleeping player inventory/body loot

Bug Description:

It is no longer possible to see or take from a sleeping/unconscious player’s inventory. This is detrimental and limiting for PVP as well as roleplay and social interaction reasons.

Bug Reproduction:

Try to access a logged out player character’s inventory. Can’t access their inventory, only their wheel and clothes.
