Can't place thralls in the world

Bug Description:

Can’t place thralls in the world

Bug Reproduction:

I am placing a thrall from my inventory and get the message that You have reached your max Minion population. I however have 64/65 followers so i should be able to place it. When i free a slave from a cage that is no problem and brings me to 65/65 population. If I then free a second slave i get the same You have reached max minion population message and can’t open the cage. If I then break bonds on the first freed slave i go back to 64/65 and am able to free the new slave. I am playing solo on an official server and not in a clan. Anyone have an idea why i cannot place a thrall?
