Is Volcano Thrall neutral or hostile? If it used to be neutral, it is now hostile.

All named thralls you can capture are (should be) neutral.
There are some areas where there are hostile thralls (I-III), such as on the bridge between the obelisk and the Shrine of the Oracle, The pens, or the Terrace of the tenders.
