Our perspective is that raiding (and purges) should be a threat, but not something that can totally wipe a base and make a group leave. Raiding windows are tuned to be an opportunity for groups to break into a base and (hopefully) steal some loot, but while giving the enemy team a fair chance to defend and rebuild. Everything else is left vanilla.
