Dedicated Launcher Stuck LogNet: UNetDriver::TickDispatch:

We run a Conan Exiles PvE Private server with 50 players. We’re hosting the server using Dedicated Server Launcher 1.0.45 for Windows on an Intel Xenon 32GB RAM 512GB SSD dedicated server off a data center.
After a server restart the dedicated server gets stuck on this log:

LogNet: UNetDriver::TickDispatch: Very long time between ticks. DeltaTime: 47.70, Realtime: 47.70. SteamNetDriver_0

Players can only join the server 20+ minutes after the server comes online with 0 of 50 slots on games online server browser. The dedicated server launcher log stays stuck at LogNet: UNetDriver for 20 minutes. Only when the log of dedicated server starts moving past the LogNet: UNetDriver:: TickDispatch, the server starts working and players can join. Please assist.
