Defending Pin Pin Quest

Hello,

does anyone know the name or NPC I can get the quest from to defend Pin Pin from the attack?
If I remember correct it’s on the left wall just outside the city. Waves of enemies spawn and you need to fend them off. I can’t seem to find the NPC that gives that quest.

It’s Commander Cong from the Last Legion, he is upstairs in the building on the left side when you enter Pin Pin from the West side.
