Gadget: Effigy O33 Reconstructor is now self-only.

Fixed Healing Dealt combat channel reporting healing dealt by other players or NPCs. Healing done by others is again properly categorized in the Healing in Vicinity channel.
ACHIEVEMENTS
- Privilege Escalation now properly awards.
RAID
- Manhattan Exclusion Zone - The Unutterable Lurker will not target pets with Pure Filth.
PATRON
- Lair Chest
- Can now be opened by a full 10-player raid on Lair and Regional Bosses.
- Can now be opened by a full 40-player raid on Megabosses.
