in the morning absolutely. the servers get pretty quiet at night for us US players though.
Kinda makes the prospects of grinding to endgame content less than appealing if no one plays during prime time hours.
Primetime EU is always pretty active. I usually stay up super late to play when all the Europeans wake up. Also I wouldnt say “no one” plays in the evening EST, its just quieter. If you are a pve-er you will be fine

at EST hours there aren’t many active players 
Depends on the day but there are still end tier raids being ran during US primetime
